To one and all, thank you for the feedback. I had been responding to individuals on how this was done. But to ensure everyone knows, I did use the Fractalius filter by Redfield. However, did not use it at full strength. Used the filter on a separate layer and reduced opacity until I achieved something I liked. Thanks again to all of you for comments. They are really appreciated.

Stephanie, if a photographer use plugins, I don't think that is a problem or that the photographer is less skilful: by the way it's a very good shot and the plugin (if present) is well balanced.
